Don't know what it is but the "Snauze" looks like an earlier '50's Studebaker............I think. I know it wasn't a Tucker as I never saw one of those. Too
bad Studebaker didn't survive. They were the Hondas of America at the time....cheap, economical, and never quit running.
 
I would guess military prototype.

They liked pivots over springs.

Right hand steering wheel unless the negative was reversed.

The wheel assembly is the same front and back, could be 8 wheel drive. Fairly simple to swap assembly in the field would be a plus.

Still can’t see how it steers, the pivot behind the driver doesn’t look wide enough to articulate, the wheels don’t look like they can turn with all the pivot mechanism.

I think you're right. I would guess that the front and rear of the machine work the same as the old Dodge Power Wagon trucks. In addition, it would seem each pair of wheels can pivot fore/aft to better follow contour of the ground.
