Yes, the missing wire from the amp gauge will cause it not to charge.

The B or BAT terminal of the regulator should be powered from the amp meter, battery voltage all the time.

The generator may need to be polarized. Use a jumper wire and spark the ARM terminal of the generator to the positive battery post. Just spark it, don't hold it.

If that doesn't get it charging, the regulator contacts may need to be filed clean. Be sure the base is grounded. Try this before replacing the regulator, especially if it is original and is clean inside. The new regulators are not nearly as good as the originals.
