It's a type of voltage dropping resistor sometimes used in 6 Volt-to-12 Volt conversions to drop voltage/reduce primary ignition system current.
 
tractor was given to me and am working on it.. is resistor supposed to be mounted, and is it the same as the longer resistor you normally see, has been converted to 12 volt, thanks
 
It will work better if mounted due to it putting off a lot of heat and mounting it will dissipate the heat better. Looks like the Common O'Reilly's ballast resister #VR-1
 
What you have appears to be the O'Reilly's VR-1 resister. In my view I think there better since they can be mounted in such a way they stay cooler then the longer ballast resisters
