Farmall F12 Governor

I am in the process of taking apart a 1936 Farmall, F12 tractor and engine in order to restore it. I need to remove the governor. I have read a post that says just remove the bolts that hold the governor to the engine block and pull it off. I tried doing that but it doesn't move. I suspect that there are some rusted parts that are preventing the casing from moving out but I do not want to force anything. Is there something inside the engine that needs to be remove first?
 
It is on a shaft with gear meshed with cam so you need to rock it forward and backward as you pull out on it.
Yes you need to disconnect the carb linkage. most time I remove the arm and linkage box than you just have the vertical shaft to hold on to
when rocking.
