JD 6300 powrquad 16spd question (3rd wont engage)

The 6300 will not go into 3rd on either A,B,C or D range

What is causing this?

Also, should max rpm while running PTO be 1700? Thats all this one will do

Hello Shelby welcome to YT! Tractordata.com shows
the rated RPM of a 6300 at 2300 rpm, so that one is a
little lazy. Also take into account that the info
Tractordata is not always correct. However, 1700 is
quite slow for a modern 4 cyl diesel. Do you have
access to an owner’s manual it would probably tell
you for certain. Can’t help you on your trans issue. If
