What is this?

Found this in the in-laws barn when picking up a '69 4020 with 4,800 hrs. He previously had a 4440 and a combine of unknown vintage, this thing was sitting in a pile, it was green, so I took it with. Took it to a Deere shop in Rowley Ia, nobody there had a clue what it was, not even the "old guy" of the shop.
It looks like the splines are 1000 rpm, When I got back to my shop I tried it on the front PTO on the 4020, it seemed to fit.
What the heck would it be for? it appears to not have ever been used.

Looks like an adapter bushing of some sort with those keyways on the od. Could it have been used to maybe install a belt pulley on a pto or something like that?
 
Wonder if it's a splined coupler for the row unit shaft drives on an adjustable
corn head....
