IH 686 valve adjustment

Do I have to remove the fuel tank to adjust the valves on an IH686 with a 312, or is the valve cover able to rotate enough to clear the rockers?

Wanting to know if I need to have the tin off and tank near empty before I do this. Kinda changes the task from an evening task after work to a Saturday job, if you know what I mean.

Think you have to take the tin pan that’s under the front of the
tank out of there but don’t have to take the tank loose.
 
Awesome! That would make it an evening job. I will get on it this week then. I just hate starting a job that should be an evening task, only to clog up half the shop because I forgot about some details in the process.
 
In case someone finds this thread (although I wasn't able to find it on Google), you have to remove that pan, all the sheet metal, and the air intake between the manifold and the air filter. Still was not able to remove the valve cover completely, just kept moving it side to side between adjusting and measuring.
