Need your expert opinions

I have a NH HM235 discmower 6ft 8in cut it has 5 turtle shells as you can see in the pics the three in the center cut almost two inches higher than the ones on each end the three in the center were pretty beat up from the previous owner the elongated holes were wollered out so I replaced the three turtle shells in the center with all new blades even on the outside two cost $850 dollars and it didn't change a thing still cuts two inches higher as you can see in the pics the turtle shells on each end look perfect can't see anything wrong with them they are taller than the three in the center they cost $800 each That's another $1600 I would be putting into it not counting the $850 I just put in it.so do I replace the outer two and take a chance it cuts correctly.i don't have a concrete slab to park it on to get a good look at it. It almost seems like it has a slight warp to it I'll try to string line it see what that says.whats your thoughts. Thanks Rick

A concrete slab would be nice, because a mower deck can get warped in three dimensions.
Yours could be warped and it could also be twisted. Some parts might not even be assembled
correctly, unless you bought it new.
 
To assess what is wrong, make a flat/level surface to measure from using a 2X8 8' long. Make the 2X8 level side to side, and across the width, so it can be a reference.
Do not take offense at these comments!! Does the center turn opposite of the ends?
Can the blades be mounted upside down?
Is the hitch adjusted so the blades that are the most forward are about 1/2 inch lower than the rear most blades? Measured when the blades are turned straight forward and back. This allows the mower to avoid cutting the same stubble 8 times as it moves forward.
Is the mower deck bent?

I know nothing about NH disc mowers but I have seen knives that are somewhat warped or twisted rather than straight so they will cut a little higher or lower depending on how you mount them. Could this be the case on your machine so the 3 in the center are meant to be turned upside down from the 2 on each end? Just a thought.
 
I fix mowers on the side, and a neighbor just bought a 2006 Husqvarna 54" riding mower. Did an oil change, new oil filter, fuel filter, and found all 3 blades on upside down!
