Super MTA thottle question

I have been working on 2 super MTAs and have mange to get them mostly operational, I am just fixing some little problems now. this afternoon I decided to drive one around a bit and noticed that when I started it the engine ran at full throttle for a second then slowed down.I also noticed that it was a little slower in changing the engine speed than it use to be. Any recommendations?

Make sure linkage between the carb and
governor is correct @ carb and not
binding. That's what I'd check first.
 
Also check the linkage by the valve cover, had one here that wouldn't run much past idle, the block in the center of the springs was stuck to shaft.
 
Referring to the linked diagram your description sounds link shaft 23 is sticking or binding. Take the screws loose that hold tube 16 to the carb. Also take off the angled cap of vent tube 3 and turn it out of the way which may require loosening the fitting on the opposite end. Spray carb cleaner between the aluminum tube and the carb and reach in the angle opening and move lever 14 up and down. Also spray carb cleaner behind lever 14 and again work it up and down. Do the same but this time around use penetrating oil. If the tractor had set a long time this area may gotten dry and gummed up restrict you
