I feel the worst for the homeowners. It has to be distressing to have your house damaged that way. Sometimes the reflex to avoid an accident causes a whole lot more damage than letting the accident happen.

some erosion under the street and
sidewalk and the heavy street
sweeper fell in. The driver was not
injured the machine started to fall
and got hung up he got out and
called for help then watch it fall
the rest of the way

I got the impression that the writer tried to lay the blame on both the truck driver and the driver of the car. The truck by saying we'll never know how fast the truck was going and the car by saying it pulled out in front of the truck.

My opinion, the driver of the car is at fault.
 
Looks to me that who ever installed the adjacent storm drain didn't know what they were doing. Or there is a little (maybe a lot?) of limestone that substitutes for bedrock in the immediate area.
