Ford 2110 steering

On my Ford 2110 4WD tractor front axle, in the center front there is a 1/2 inch thick pin. It's about 2 inches high. There is another pin just like it on the wheel hub (drivers right side). Is this for a stabilizer or shock or ??? With the steering in the STRAIGHT position the pins are 18 inches apart, in the full right turn position they are 20 inches apart and in the left hand turn position they are 16 1/2 inches apart. what goes here and where do I get it? PART #???
When I try to back up making a sharp turn both wheels will actually turn sideways and stop me from turning.
 
Hi mine is a 1710 but probably similar, the shock was bent so the PO just unhooked one end and left it dangling. I measured the stroke both extended and retracted and bought a shock to match from an auto parts store. I realy can't say I could tell any difference with or with out the shock.
