3 point hitch control problem

I have a 1984 MF 270, 3 point hitch works, the draft control lever works fine, but the constant position lever is stuck (or very stiff)... they are both on the same shaft, why is the constant lever stuck? I've looked at a parts schematic, but not really any help yet...thoughts?

One shaft inside the other so each lever has its own shaft, so one is rusted at some point. Brakes on a Ferguson TO-30 were same way.

Either grimed up with dirt and junk, or rusty. OR, if plastic bushings were used, I've seen them either swell, or get roughed up from grit, and try to set up.

I second the rust.

Only real fix is to take it apart, clean out all the rust, grease it well.
