Looks like it's built to operate on parallel logs, like a railroad. The cart
that it would pull is on display here in the mountains of Pennsylvania.

You can see some of these at museums in Oregon and Washington State.

A lot of railway conversions of Fordsons were done in various countries.

My guess is they just didn't bother to take the steering wheel off when it was converted to a logging locomotive.
