Ford built some narrow firetrucks for some towns with narrow streets and sharp switchbacks on hilly streets.
Might be one of those that got retired and repurposed.

Some trucks were built like that also to haul long pieces of steel for delivery.When loaded the driver could enter
and exit through a roof hatch.

The fenders look full width to me. I agree with a pipe carrier.
