With the hitch on the front maybe it was pulled in tandem to make a 4 wheel drive

Perhaps they pulled it home with that hitch in the back of a truck and had to remove the wheels to make it fit. Or is that a jack under the front?

f this was really the back tractor of a double hitched combo; 1) Front axle would have been completely removed, 2) Hitch would have been substantially stronger built and connected to the frame, and 3) controls from (at least) the clutch and throttle would have been extended so that the driver of the front tractor could lean back to control.
