back when we had sheep we put them out on pasture when the grass got to around five inches high. The way the weather was back then it was always either April 20 or 21. It was that predictable. This year our spring has been so cold that it wasn't until yesterday the 30th, after another rain that it finally came up to high enough.
 
Here in in my area of central NY we arent there yet, need a couple more warm sunny days. I agree, you used to always have enough
grass to turn out by the last part of April. It seems like our weather has shifted a bit - cold March like weather thru most of
April but warmer falls thru October with hard frost/freeze coming a month or more later than it used to.
 
Always felt good from watching the cows being turned out to pasture in the spring as they acted like kids being let out for recess at school. The down
side was trying to milk them as they could make it splatter clear across the milking parlor.
