1350 Briggs Stratton wont run

This tiller has been setting in a basement for about 5 years maybe more no one really knows it belonged to my stepsons father who passed away last summer I was going to get it going so he could use it. I put new fresh gas in it but the only way to get it started is by using starting fluid.thr spark plug is still dry I assume the carb might be plugged up not sure.ive had it running a dozen times I would think the gas would be at the spark plug by now especially with the choke being on most of the time. The engine doesn't look like its been run hardly at all still looks new as you can see in the pics you think I'm on the right trail.thanks Rick

Is gas getting to the carb? Looks like the valve is off. Just drop the bowl off of the carb to see is fuel is getting that far.
 
I have had a few where the needle valve in the carb. Was stuck closed from lack of use.I agree with matthies. Drop the bowl see if you have gas coming in.
 
Just went through this with a transfer pump. Due to life and wife I haven't done my own spraying in three years. This year gonna be back doing that. Getting things set up filled the tank on the transfer pump and the gas poured out the air cleaner. Pulled the carb off and the float was stuck open. Put in a new needle and seat and back together and started first pull. Probably could have gotten by just pulling the bowl and freeing up the float.

If you get fire on Ether you have a fuel delivery issue. betting it is a stuck float.

sorry I didn't read as far as I should have. Yep go through the carb should get you running.

Look closely at the nut/plug that holds the bowl on.

That should be the main jet.

Use a stiff wire or two on a wire brush to scrape it out. Scrape it very thoroughly,rinse with carb cleaner, scrape it again.

That should get it going.
