The deep steering wheel suggests Zetor. Landscape looks like Iceland. Could be wrong on both counts, though. Nice old tractor, should be back with a front wheel any minute.

Yes, they look more worn than the freshly-minted rocks and boulders you see in Iceland. Zetor is the tractor of choice there, however, so I was trying to make a connection. Could be anywhere. Here is a dramatic photo of a remote area in Iceland I took a few years ago.
