generator ran when parked

do you mean as in belt slipping and smoking? if so pull it off and disassemble and check it out.
 
Around here you have to be careful. Of wasp building nest that can jam things up.Take it apart or have a shop look at it.
 
If the gasket on the band over the brushes is "bad" in the upper area and it's been out in the weather, there may actually be water inside, and the armature has rusted to the field pole piece(s).

Otherwise, it's likely got a stuck ball bearing at the pulley end.

Wouldn't hurt to undo the band over the brushes and take a look inside, but, most likely the generator is going to have to come apart for repairs.
 
Whatever you do DONT FORCE IT too hard. If its stuck that bad it must have some serious rust or corrosion likely in the brushes and commutator area or the bushings are totally shot/stuck. Maybe so bad the armature is dragging the fields !!!

Take it apart and inspect especially at the commutator and brush area where water may have gotten in.
