Is there a way to use the FEL as flat on the ground with only weight of bucket (no down pressure)? I want to level spread of gravel on driveway without putting down pressure, using only weight of bucket to spread gravel. Here's picture of control valve.

We will have to see the other side of the valve. If the valve has a position called flat detente yes but I am betting your valve is not so equipped.
 
if there is no float position on the valve, one possibility for leveling the gravel would be to tip the bucket down and back up. slower, but it works.
 
if valve has float feature then yes, that valve looks like it should. otherwise I just tip bucket down and go backwards. loaders like anything it what you can learn to do.
 
Not an expert on that one, but the valve on the right, in your last picture, the extra protrusion upon which the relief valve rests, is the floater valve.
 
pretty hard that way if your talking going forward. I have the bucket on a 45 degree angle and back up slowly. don't forget this is not a grader. when the front wheels go over a bump the bucket will raise and once you get a few waves in the gravel then pretty much impossible to get flat again. best is to use a road drag once you get it spread out with bucket. plus the depth of gravel determines how hard the job is. if a gravel truck spread it then half the battle is done.
 
I like to do what your are planning except I set the bucket flat on the ground and then drag it backwards that way you can set it about the depth you want the gravel and level it pretty nice
 
The benefit of going forward with the FEL bucket is that the tractor is riding on leveled material, not vise versa. Iterating, if you can't do it with the bucket being used as a blade....aka vertical or slightly off vertical, load the bucket with material to increase it's weight and tilt the bucket up making a skid sort of thing with it. Then when things get smoothed out somewhat, do your vertical tilt blade routine. Then when relatively flat, do turn around and drag the bucket at a little depth at a time till you get the desired smoothness.
