Update - Still trying to get more top end rpms

Tried to adjust the governor and still does not increase the top end rpms. Now what do I try?

I tried to adjust according to what the F04 manual says.

You might have something hooked up incorrectly in the linkage.
There are lots of ways to go wrong.
Could you possibly go look at and take pictures of (but don't touch)
the bits on a tractor like yours that works properly?

It is a Ford 2N or at least appears to be according to one of his previous posts.

It takes a stronger spring to increase RPM's.
