Dynahoe 190 Series B

I just recently bought a Dynahoe 190 Series B. Replaced a few hoses, hydraulic fluids, battery, antifreeze, and etc. It operates great but is running about 1/2 throttle. The rear throttle has been cut. Still runs 1/2 wide open. The only control I have is the manual cutoff cable. It has a Detroit engine. Any ideas on what it could be or what I can check for.

Also I saw some posts that some people needed a service manual for this model. I have the service/parts manuals.

To clarify; does the foot throttle work? Have you checked the throttle linkage to see if it has frozen/rusted somewhere. That will likely require going over it piece by piece. If the foot throttle is not working either I would start by unhooking the linkage at the governor to see if it moves and changes engine speed there. If that works continue back the linkage to find what is not moving. If you can't get engine speed to change with the linkage unhooked you have a problem in the governor or rack (you will want the GM Detroit manual for your engine if so). You will still need to repair the rear throttle and see that all the linkages move.

Something is binding and only hands on checking will tell you where the problem is. I would wonder if the previous owner cut the rear throttle because it was binding and it was a way to prevent getting it wide open and having the throttle stuck there.
