There is a place in Howell Michigan called bobs speedometer that restores classic gauge clusters to original. They do nice work. They should be able to fix it. Google the name and their website comes up.
 
Those clocks have a set of points in them that burn out. When the points close, a motor winds up a spring in the clock. You might be able to get it to work just by filing the points.

Yes the points fry. If they stick the coil frys. Also the metal plate where the excapment moves the hole wears out and things jam. Check that place and see if they can fix it. I heard many years ago they put a couple of jewels in them so they would work again. I would guess if an original worked for three or four years you were living big.
 
If a guy could fiddle with it himself and get it fixed, that's the way to go. But with all the aftermarket stuff available these days, especially for GM products, I can't imagine anybody in the business fixing it for less than you could buy a new one from a supplier. Have you priced out a replacment clock? If you have, what sort of dollars are you looking at?
 
I have been able to got them to work by blowing air in the hole for the light and if that don't work I try spraying liquid graphite in it. Might be worth a try.
