184 International Tractor Cub

I have a 184 IH Cub that when the transmission is put in gear the driveshaft will turn, but the tractor will move. If I put the tractor in gear without the tractor running, I can turn the driveshaft and the rear wheels will move. The shaft turns within the clutch housing with no resistance. Would I be correct in thinking the center hub of the clutch disks is broken loose? The trans when engaged seems to be ok.
 
The hub could be broken, the splines stripped, or the clutch facing just gone. The clutch could be way out of adjustment.
When pushing on the pedal with your hand, is there two different pressures as you push it down? it should have about an inch
of free play, with light pressure needed to push the pedal for that 1 inch. Then the pressure should increase enough that
much more effort is needed to push it farther down. If it is pretty hard to push from the beginning with no staged feeling,
it is out of adjustment. Jim
 
I had the center hub break away from the rest of the disk on my 184 a few years ago. It was fun to replace.
