That is a cool looking rig. But it must be pretty hard on the brakes to steer
it. Am I guessing wrong?

Yep, it's a groomer tractor- pulls a drag groomer to smooth out the bumps and curves, some even cut cross-country ski tracks. The plow doesn't have to move giant piles, just cut down some ridges so the drag can do the work. There's an engineering group at Northern Michigan University that researches different groomer designs to find the best- current ones are like a series of angled rigid blades followed by a crumbler. A couple of manufacturers build job specific tractors (Bombardier, Bully) or clubs also use farm tractors, with or without the track setup.
