It looks horrible now, but in the late 1930's, 1940's and 1950's a lot of steamers were fitted with cut-down rims and tires, just like steel-wheeled tractors
were. If you were still using one for work in those days it made perfect sense. Besides, nobody at that time- with the exception of the Henry Ford Museum and
maybe the Smithsonian- was collecting or restoring them! If you look at pictures from early steam shows starting in the late 1950s and 1960s you'll see quite a
few traction engines on rubber.
To outfit one like that nowadays would be sacrilege- like cutting down the wheels and welding tire rims on a Waterloo Boy!
 
Looks like a steam-powered dune buggy with all that rubber. Those Dreamstime people really go BIG with their watermarks, BTW.
