That is an atomizer. It is missing the rubber bulb.

Looking at the size most likely it is for spritzing your little house plants.

Bit of trivia, the first successful carburetor design was copied from one of those!

Inside the housing is a venturi like in a carburetor and it draws the fluid out of the glass bottle. Some perfume bottles have an exposed air jet that acts the same way. Likewise the same goes on in a well jet pump except it is a jet of water that flows over the venturi.
