They had a worm drive rear end, and as I recall that cover was for the bearing at the rear of the worm.
 
I just got off work and flipped through the pictures. At first glance the flowers on the front I thought it was on fire. I guess I'm tired but I thought to myself if that's his next project he better be getting a fire extinguisher.
 
Im in the process of removing the motor,Its locked tight,but all of my Farmalls were also.This is the most complete tractor Ive ever bought.My first Fordson
 
That handy after-market accessory bolts on over the side mounted belt pulley, takes that mechanical motion and through a gear box under the rectangular plate turns it 90 degrees and directs it towards the back (the "U" bolt secures this to and under the rear axle shaft casting) providing a splined PTO shaft out the back of the tractor.

It may have originally been part of a rear mounted winch or hoist
