If you look on tractordata, they list two PTO horsepowers under "tests"

One is the HP at the "engine rated speed" and the other is at "PTO rated speed"

What is the difference??? And which one should I listen to when sizing. An implement? In this case a flail mower.

"Engine rated speed" is likely where maximum HP was observed within the speed range the mfg. is comfortable running the engine.

"PTO rated speed" is with the engine operating at whatever RPM it takes to turn the PTO the standard 540 RPM's.

ASSUMING you are going to follow the flail mower manufacturer's instructions (which likely state to operate it st the standard 540 RPM, check it out), the HP at PTO speed would be the number you would want to look at.
