Ford 4600 Fuel Filter Stuck

Trying to replace the fuel filter on a Ford 4600 and I'm not sure what i'm doing wrong. Operators manual doesn't help at all. Got the filter off but the metal piece on the top of the filter seems to be stuck on. See attached picture. Any suggestions?

That does not look like the filter top to me, top of filter edge seals on the O ring in the outer base groove. Inner filter ID seals on the center pilot O ring still shown plainly in the picture. Not sure what that piece is that's bent down. I'd try putting it back up, then replace both inner and outer seals and put a new filter back on.

On the contrary, it looks to me like the top of the filter cartridge, torn free where it was glued to the pleated paper element.

I guess Nethercutt has given up on mangling John Deeres, and has moved on to Fords!
 

Bob thats what I was thinking. My question is how do I get it off? Is it safe to just cut it off?

Still got my old John Deere but my work only uses Ford and New Holland!
