wisconsin v465d surging NEED ADVISE... PLEASE

GOVENOR HAS BEEN SURGING UNDER LOAD RECENTLY. I HAVE IT ADJUSTED ON THE TENTH WHOLE AT 2950 RPM NO LOAD.. ROD IS ADJUSTED ACCORDING TO SPECS. WHAT ELSE CAN CAUSE THIS? ITS ON MY STUMP GRINDER AND I REALLY NEED IT RUNNING RIGHT. ANY HELP WOULD BE SO VERY MUCH APPRECIATED
 
Try lengthening/shortening the carb throttle rod, if shortening makes it worse, then go longer. Two or three turns should settle it down, but don't go farther than needed or governor action will be lazy.
 
Surging can be caused from running too lean.

Try a partial choke, see if that helps.

If so open the main jet a little. If no main jet adjustment, be sure there is sufficient fuel flow to the carb, remove and clean the main jet. Scrape it out with a small drill bit or wire, but don't enlarge it.
 
Does that governor spring really loose tension?i have tried increasing rpm and decreasing to compensate for that that. Still surging more than normal. Should I replace spring?
 
Probably be easiest to remove the carb.

While in there clean the bowl out, spray everything clean.

Check the fuel supply to the carb, check the tank for water or contamination. If there is a pump, check it's output, filters, fuel lines.

But before going after the carb (since a choke didn't help), look the ignition over for spark quality, replace the plugs just to say you did.
 
More likely to be a carburetor issue than a governor problem. Clean the carb, making sure the main jet orifices are all clear and all the passages are open.
