wife got this from her dad , it has what appears to be concrete residue on it , maybe used in masonry trades ?

Looks like a garden cultivator. Could have been used to make a rough surface in wet concrete, like a no slip effect. I have seen those type surfaces in cattle barns.
 

It is a garden cultivator. I have one and still use it. I have just the cultivator attachment on mine. Many other attachments were/are available. Don't know why yours would have concrete residue on it.
 
With that type of grip on the handle probably before WW2. They do still make those cultivators today but different type of handle, either all wood or pipe.
