Belarus 250 Help

Hi, this is my first post in many years, had to create new ID as I couldn't find my old ID, sorry.
So, here's my problem for you experts. I worked with an older fellow that past three years ago. His family finally arrived at the point of disposing of his farm equipment. One piece is a Belarus 250 tractor. I'm trying to get it running. I can't find any manuals if he had any of them. He had the starter out of it. I had the starter rebuilt, the solenoid was in pieces.
I connected the two wires of the tractor to what appear to be the obvious two posts, one battery post and smaller ignition key post.
Nothing.
Is there a sequence of switches and knobs to turn to make it run?
The starter kicks over when connected outside the tractor to a battery charger. Once installed, nothing.
What am I missing? Thanks for any advice.
 
Did you turn on the power to the ignition with the switch on the left side of the dash??
When it is on the light on right side of dash should come on.
Then you crank it with the key in the box on steering column.
If it tries to crank but is slow turning over pull the decompression rod up.
It is on floor below steering column.
Once it gets spinning good push the rod down to give the cylinders compression.
 
in addition to the directions given, maybe ease the compression lever back to normal while cranking it over, or even try it before cranking/starting to get a feel of when the sweet spot happens and it closes...it is possible and if you jam it in at the wrong time of compression the russians WILL run backwards, resulting in a lot of smoke and a what is happening moment:).
it will start to fire also as you ease the compression lever back in ( everything else being correct) make sure the fuel lever is at least a quarter ( + ) off stop position also, as linkage wear is common.
also common to find mouse nests in side the cooling air intake shroud, built in between the cylinders?

Wow, thanks for the info. I didn't know about a compression release lever. I'll have to try to find out which one that is. I did use a switch on the far left, pushes down and then lever under it seems to release it. And then turn the key, nothing. No click or spin from the solenoid, nothing at all. But will keep trying, thanks again.
 
I will check the fuel lever and make certain it's at least 1/3 throttle. I believe we tried all this but will ENSURE these steps are covered. Thanks.
 
Ok so, I check volts..11.34. With charger attached..14. something. Push button down on left side of dash..got light on right side of dash, turn key..nothing. Clutch pedal in, nothing. Lever on right side of seat (PTO maybe) forward position, nothing, rear position, nothing. Light switches work, turning signals work. Still nothing. Throttle, up, nothing, throttle down, nothing, throttle in middle, nothing. Motor is NOT stuck, I turned belt pulley in front, nothing. Took breather cover off, some chafe, but no mouse nest.
It doesn't spin or even click the solenoid.
Ok, starter was out of the tractor. I installed the starter. Solenoid has three posts on it. 1st big post is hard wired to the starter. 2nd big post is positive from dual batteries. 3rd little post is wire from out of wire loom. Correct?
