801 Trying to adjust Bush Hog

Hello everyone. I have a 801 Powermaster that is about plane as it gets. The problem I'm having is I have a Mower or bush hog or brush cutter hooked to it and can't keep it level. Got my lift arms hooked up and level my deck with the tractor running using the lift arm controller... I then adjust the lift arm controller stopper to the height I'm looking for and tighten it up. Then I adjust my center link to fit at my adjusted height. The problem I'm having is once I lift the cutter up and let it down to the controller stop it doesn't really move... I have to go past the stopper and then of course the mower scalps and then I have to yank up on the lift arm controller and then push back down on it until it levels out and most of the time during all the up and down and all around the the controller ends up on the stopper but there sure is a lot of scalping and uneven grass before I can get to the sweet spot which is where I set the mower to cut at... When I do have any implement in the full up position it does hiccup a bit. Is this as good as it gets because it's a really old tractor or is there any way I can improve this hair pulling situation. What is the posiyion of the draft control lever under the seat on the right side? it is a lever approx. three inches long and it should be horizontal Additionally, you want to be setting the height with the top or center link in place. The hiccuping is most likely due to a worn lift cylinder seal, which is a moderate skill level repair.
 
Probably need to adjust the linkage. Your best bet is to post this on the ford forom I bet there is some guys on there that know how to help you
