Massey65 has 3 point linkage stuck in up position

I hit a stump with my box blade engaged so reversed and raised the blade to drive past the stump.

When I lowered the Position Control lever back down, it didn't work.

I have removed the side access and can see 2 vertical steel rods side by side.
The one towards the inside moves when I adjust the Draft Control lever but the other one doesn't move when I adjust the Position Control lever. I found a smaller lever below that when I push it the linkage does drop. Any idea what is wrong
