How to clean outside of diesel transfer tank

Bought a used tank with a layer of crud built up around the filler cap and down the side of the tank. Engine degreaser from Oreilly's doesn't do anything. Anyone got a trick to cut through a buildup of old diesel fuel?
 
Lay some old rags and try pouring some E-85 on it to soak. That stuff will take
a lot of stuff loose.

Thanks! I imagine that would raise he!! with the paint too. I'll try a section and see how that works.

Yes Scott, oven cleaner is hard on the paint. Most tanks that I see are bare aluminum. I agree with the E85 on a big rag, or if you are not comfortable with the risk in that, get a citrus (dlimonene) cleaner. It is a solvent that in itself is not going to attack most paints, but some products with dlimonene also contain high levels of caustic, which is hard on paint.
