Installing cylinder sleeves on 1951 farmall c

I please need advice! Long story short took my engine block and head to machine shop got rebuilt. Noticed sleeves stick slightly up higher than block deck surface. Asked machine shop over phone about it they said install head w/o gasket tighten evenly very slowly to spec. To draw them down all the way. Did this looks like it just barely stuck up now. Installed new gasket reinstalled engine filled w/ coolant. Noticed a very small drip around head on outside maybe every 30 minutes engine not running. Doesn't appear to be leaking inside cylinders just externally. My question, are the cylinder sleeves supposed to be flush w/ engine block surface? If so any suggestions on doing this myself w/o having to remove engine from tractor? Thanks
 
Try retorqing the head with it warmed up to operating temperature.

Start in the middle just as you would on the initial tightening, work your way out.

Ever so slightly back each bolt out just enough to feel it turn but not enough to relieve the down force. Then take it down to torque spec.

Once retorqued, run the valve clearance again.

If the leak persists, try some of this.
Stop Leak
 
I install new sleeves i attach a means to push
them down tight then lay a straight edge on top
of all sleeves and make sure they are all stopped
at same distance from top of block.
 
I talked to old school tractor mechanic from Hamlet, In. about my cylinder sleeves
sticking above block. He said that's normal. I should soak head gasket in water over
night before installing. I had to re-torque my head gasket 6 times after engine
warmed up before the torque didn't change. That meant I had to remove valve train
each time. I forget what brand gasket he recommended using.

I wish I had used a thin film of RTV on my gasket. Not around edge where sleeve is
elevated.
 
I appreciate your help thank you so much! Is this 0.001-0.004 spec. In a book some where? If so how can i get it? This could help me w/ other questions i may run into.
