Deutz injection pump conversion...won't start

I replace a VA with a Bosch inline on a 10006. Engine won't even fire....timing seems to be right...pulley mark line up at 7 btc when both rockers are loose on rear head...Crank key pushed out?...does the VA run higher pressure injectors then the inline?....at a lost here.

Does the rack move? Inline pump MAY have one or more
stuck plungers.

Deutz engines are spill timed. What are you using to time the pump? Al
