165 diesel not charging

I replaced the voltage regulator last winter now it stopped charging again. I put my meter on the ground post and the other lead on the battery side of the alternator and its showing low voltage 1.3 volts is this the correct way to test the alternator thanks Rick
 
The "BAT" post of the alternator should show battery voltage all the time. It connects directly to the battery, or possibly through the amp meter, then to the battery.

Either the connection is broken, or the battery is totally discharged.

With it up and running, enough RPM to make it charge, checking across the battery should get around 14-15 volts.

If the connection is good, and the alternator or regulator has failed, this would be a good time to upgrade to a newer style alternator with an internal regulator. More reliable, readily available, easy conversion, cheaper in the long run.
 
I disconnected the wires on the battery side of the alternator and checked it running that's where I got the 1.3 volts at.
 
For an alternator to work it has to have al the wires hooked up since it does not have magnets in it and needs an excite circuit working and a charge circuit working. If unhooked an alternator can burn it self out of being unhooked and over loading it self
