International 706 diesel turning over slowly

I recovered a old 706 that had been sitting out for years and am trying to breathe life into it. I drained and cleaned the fuel tank,
replaced lines and filters all the way to the injector pump. It turned over very, very slowly. I had the starter rebuilt and it still does
the same thing. Temps are in the 70's/80's here. The only electrical hooked up is zero gauge jumper cables from the battery to the starter /
frame, and a light switch for a starter toggle. None of the factory wiring is being used (chewed up). It barely turns over - way to slow to
fire. What do I look at next?
 
How comfortable are you as a mechanic? Can you pull the valve cover to see if anything is dragging? Can you pull the injectors to squirt oil down into the cylinders? Turn engine over to expel excess oil and prevent hydro-locking before reinstalling injectors. Jumpers in good condition? Voltage drop will occur as battery is further distant from starter in terms of connection. Reserve of battery? A Group 27 battery typical to a full size pickup truck probably lacks the power to spin a stiff engine effectively. Can you jump from a newer large farm tractor that has a couple of road truck size batteries and a 100 amp plus alternator to push current?
 
Jumper cables of most any size, will lack the connection quality to start things much bigger than a lawn mower. You need to make better connection with big cables bolted directly from battery to starter. If you have a 31 group battery it should start it just fine. I use one in an 806 1466 and 4166 to start all 3 of them.
 
It turns over easy enough when I turn the fan by hand, so I don't suspect anything dragging. About all I can do is buy a bigger battery than the truck battery I've been working with....
