My son made a small tractor out of a craftsman lawn mower as an 18 yr old 4-H member. It made it to the MN state fair. The Hours are very low on all parts, and it has a Delco 10SI in the drive line that could be hooked up for a 50 amp 12v supply. It has 6 speeds in the transaxle. The tires are not checked, and have near new tread. The compression release on the cam is not working, and it will not pass TDC. We had it running and driving last fall. The battery looks good, but it is 10 years old. Neither my son nor I have any need for it. and he has given me permission to do what ever. I choose to give it to a YT member for free. It is pretty safe for kids to drive, as the belts and fenders keep hands clear. It needs to be picked up by arrangement with me and not scrapped. Jim

Did you check valve clearance?

One time I replace cam for a friend. He had same problem you described. About $ 100 FOR parts.

My grandson is a tad too young right now. That's the type of "Poppa" project I'd love to get him going on, I hope someone takes your son's project and gives it the right attention.

Both intake and exhaust are to spec. It is what I checked before giving it to a new home instead of selling it. Jim and Son.
 
I got to thinking, only OHV engines have decompression features. So if you have an old flat head engine valves aren't the issue. Try removing spark plug and crank engine. You may have liquid gas leaking in engine preventing it from cranking.
