I took JD Sellers advise and started the process of rebuilding the Brake Valve.
Since I am wondering about hoe tight nuts and bolts need to be tightened I looked for a manual--all manuals do not seem to cover the brake valve. Umm maybe that isn't so important.
I did find a pectoral semantic of the valve on a JD site and the part number of the rebuild kit. JD wants $45 for a bunch of "o" rings (9 I think). And only from John Deere. Umm maybe that's why it hasn't repaired or it's much worst.
We'll see how bad this is when we get into the valve. Hope fully that is all it is.
