Mf 204 hydraulic issues backhoe weak

So I have a mf 204 with a backhoe on it the hoe is weak it wont even lift the main cylinder completely I have just replaced the main hydraulic pump in front of the radiator and it didnt help at all the pump was weak but that wasn't issue.
I have also took the filter assembly completely outta yhe equation by routing around it and still the hydraulics on the backhoe are weak I need some more ideas really want this thing working but I fear I'm going to just be throwing parts at it and they ain't exactly cheap need help
 
Doesn't that have a diverter valve when in one position sends oil to the hoe and the other position sends oil to the loader. Might be half way and
limiting flow. O
Also wouldn't run it with the filter bypassed, sending dirty oil to the new pump.
 
It does have that valve and I thought bout that as a option as for the filter being bypassed just did it to test it then put it back together the right way
