I took these pictures at the Granite State Gas and Steam Engine show today the fellow that was set up next to me had this tool with a what is it sign on it he bought it from a fellow that didn't know. The second picture shows the end that is sharpened like a knife and would work like scissors, even the round ends are sharp. It is rusted solid and won't move and the rope is only a guess as to where it goes there is a pulley you can see in the third picture. The fellow that had it remembered a rope on it when he bought it so he put one on as he remembered it but he realy wasn't sure. Note the round loop in picture 1 and 4 BTW probably more than 100 people passed by today and no one had a clue.

mill stone or grind stone lifting tool that locked over center to lift on the round "handle" then release when the trip rope is pulled. WAG. Jim
 
single harpoon hay fork. it is in the "lifting hay" position now. when the hay got down the track in the roof of the barn, to where you wanted it, a pull on the rope from the mow floor would collapse the 2 sides so that the hay would fall into the mow. I could never see how they would work worth a darn, compared to a double harpoon fork, but maybe thats just me.
you can see several of my double harpoon forks hanging up in the picture. guess I don't have a pic of my single.

My only contribution is I bet the hole is for a 2-inch or 3-inch pole to fit thru, so two guys could pick up the stone. Don't know where the trip rope fits.
