Oliver 0-46 G O 130 H engine running wilth low power

I have a mid series Oliver 0c-46 crawler with a G O 130 H and it has been running rough. And will only start up with choke all the way out and the governor lever 1/4 of the way down but when trying to pull governor lever down more engine shuts down. Also if I push the choke in the engine stumbles and shuts down. The crawler has recently not been running in over 15 years and we are trying to get it going again but we can t get it to go past a rough idle with full choke any thoughts?
 
After sitting that long, the fuel system will need a complete cleaning.

A good place to start would be taking the tank off and rinsing it out with E85.

Flush the fuel line, clean the sediment strainer.

The carb, you might be able to ease it apart and clean it out without a kit. Dried ethanol fuel will leave behind a layer of scum that has to be scraped out of jets and passageways. Clean it thoroughly and give it a try.

If there is a fuel pump, chances are it is bad, or will soon fail after sitting that long.
 
I cleaned out the tank and rebuilt the carb its self and made up new gas lines for it. And still no change at first it would not even run at all and now it is running with just low power.
