What is the deal with all the dressed up guys driving or setting on tractors. Like you would go out to tractor work like that.

I've seen that also like in movies where the guy goes out to check cattle or tend them in a vest and shirt all slicked up. Probably more pride in our looks back then than today.
After all half of them can't even pull their britches up when they wear them now.
