Case-IH 145 Plow Gauge Wheel - Help

On my Case-IH 145 Plow Gauge Wheel there are some missing parts and I am wondering about function of a couple of parts.

Item #8 x 2, one is missing so I fabricated that today.

Item #31 x 2, is a bolt that looks like it works with Item #1.

What do Item #31 and #1 do??? Could that be a lock out means to take the Gauge wheel out of play?

I don?t know Looking at the picture again on mine there is one big bolt and then two small bolts that it looks like you have ok your plow that holds the gauge wheel on
 
Well, color me red faced and embarrassed. I got the flashlight and looked. Yup. What threw me is in the illustration it looked like the bolt went through both of those major plates. But it is only 3" long so it cannot.

Ya, the big bolt goes through both the major gauge wheel arm and the plow frame member. So yes, one big bolt and two small bolts holding the gauge wheel on. Paul
 
In one of my earlier posts someone commented they could not figure out how it could work. Well, it cannot work as shown in my picture. I had to make one of part #8. I will post once I have it all painted and back together so people can see how it works.
