Do you know what that was supposed to do? Don't look like it would have a lot of traction with those tires....

I suspect that none of the wheels are driven and
that engine is sitting on a cart that would have had
an implement (water pump seems likely but maybe
a generator) at the other end. The engine drives the
implement and the whole lot is towed wherever it?s
needed. Quite common in Europe. Sam

Missing the buzz saw.

its not driven, its a portable power unit, farm use would have been buzz saw, washing machine, feed grinder , ect, it would have had a tongue of some sort on this end and be pulled to where it was needed
