Farmtrac 555 brake boot replace

Hey folks
I have Farmtrac 555 it has brake(rubber)boots on the actuator shafts and into the wheel hubs. Boots are held in place around actuator shaft with a heavy wire clip around the saft --- on the hub side is a plate that holds the flat side of the boot to the hub with two bolts. The purpose of the boot is to seal the hub opening around brake actuator shaft and prevent leakage of hydraulic fluid from wet brake system.
These boot are rubber/vinyl and deteriorate with age--leak and must be replaced.

Does anyone now to replace the boot without having to remove the wheel/outside hub and brake disc?
Intially, I thought it would be and easy fix --- undo the inside support and attachments on the actuator shaft and slip the new boot on and secure it ----- but the bolts attaching shaft support are so tight -- penetrating oil/impact wrench/heat --- does not help loosen them. Any thoughts are appreciated.
 
I was able to remove the rod bracket from the gearbox side, remove old boot and install new boot from that same end. That was a year ago and now the boots are dry rotted and leaking again. I used OEM boots, but apparently theses are junk rubber. Do you know of a better boot or alternate part number to replace it? One that will last longer?
 
I suspect that your replacement boot was defective or not new, to begin with, it may have been 30 yrs old, may be made in a foreign country. China used vegetable oil in manufacturing electrical wire insulation which results in mice eating it for food. Who knows for sure.
I bought my replacements on eBay. $35 for two. I was not able to loosen those bolts, tried every way I knew -- impact gun, extended lever, mild heat---- in any case I did some "shade treen innovation" it is working 3 mo so far --- 3
