Looks like Field use only. Not sure this site's DOT has jurisdiction over what people do on their own land. Nice old Chevy, doubt they're asking that truck to drag that load too far.
 
It looks like fluffy straw rather than hay that would weigh much less than hay. I also would guess it would never reach the road. However I never would have guessed 50 years ago that combines in our area would be running on the state roads that taking up both lanes and part of the berm pulling the head.
 
Why doesn't he have a full load? Around here the would put one bale on the gooseneck and one behind that. They would have no problem running on the township or county roads.

One day I came home and on the slight grade before my drive there were a few round bales scattered around the road and ditch. No one around ? Guy doubled back I guess to get the skid steer as a little later one showed up and the loaded them back up. lol. I was tempted to get my loader and haul them back behind my building ! lol. I think he was VERY lucky a cop never showed up as I think that would be an automatic fine for insecure load.

Where I live a bale on top of GN hitch will net driver a $500 fine & $150 for each missing strap if caught by LEO on public roads.
 
About 45 miles from where I live there is a cellulosic ethanol plant that uses corn stover. The stover is delivered either in large square or round bales. The first year bales were delivered bales started showing up in ditches near the plant. The DOT caught on and the bales laying in the ditch quit happening.
 
Doesn't even look like he's out of the field yet. He might be just taking them to the barn on his own property. Nothing says he's even under the jurisdiction of the YTDOT as I don't think they have a say here yet on private property.

That pickup looks exactly like one I had on my lot back in the '80s when I had a body shop/used car lot.

I tried to sell it for $300 and didn't get any takers, so I parked it next to the shop and somehow began throwing scraps of sheet metal from body work into the box.

One day when I was off to the dealer's auction in Omaha and my wife was holding down the fort a guy walked in and asked how much for that old pickup. My wife said, "I'll take $250 and you have to take the junk that's in the box".

The fellow said, "You have a deal".
 
Take the back roads, it'l be alright! Once I was given a deck off a friends house, about 12 foot square. I got it on my trailer in one piece and took the back roads home, sure enough, I met a sheriff deputy! I was well on the shoulder and he just kept going.
 
You don't see a goose neck hitch on a half ton pickup very often. It does squat a little. It's fine for on-farm use.
 

Out in the field it doesn't matter.
Once on the road the biggest issue I have is that load is over 10 ft wide.
Had a neighbor that hauled like that, was always running people off the side of the road because the load was so wide on our narrow road.
 
Don't you just love to get behind someone toting an umpteen year old bale coming apart and dropping radiator plugging glops on the hwy?

Well since I stirred the pot I?ll tell the rest of the story. This was my 83 or 84 Chevy and I baled the bales with an 855 new Holland it normally made nice bales but these were out of a case 2188 rotary combine and I didn?t have any dew so they really fell apart I moved them from the field to the road then hauled them up the highway 4 at a time
